Help Protect Marine Mammals
It's time for the annual renewal of the National Defense Authorization Act (NDAA), but this year, some misguided Members of Congress have put a detrimental environmental rider into the bill that could seriously harm our nation’s marine mammals.
The Marine Mammal Protection Act (MMPA) has protected marine mammals for 45 years. But if a rider in the House NDAA bill makes it through conference to the final legislation, the Department of Defense would no longer have to renew its permit applications every five years to ensure that its operations aren’t injuring or killing marine mammals at unsustainable levels and would instead only have to renew its permits every decade.
This timeline is scientifically unsound, would eliminate necessary check-ups on the military’s damage to marine mammals, and could cause the military to use outdated mitigation measures. This dangerous provision would not increase military readiness, but it would undermine marine mammal conservation in every region of the United States – from the East Coast, to the Gulf of Mexico, to the West Coast, and to the waters off Alaska, Hawaii and the U.S. territories.
